causing people without internet access to have a sense of being left behind, page 32 of the report states: "This suggests that the
intention to get connected may be spurred by the urgent desire not to be left behind. Consistent with this interpretation is the fact that
they are much more likely to state that they would like to have the Internet over their TV (64 percent). In contrast, only 37 percent of the
currently connected and only 34 percent of those not intend[ing] to get connected say they want the Internet over their TV."
